Look at what's happening right before this line. Hosea has just spent two verses (Hosea 12:3-4 in this numbering) retelling the strange story of Jacob — grabbing his brother's heel in the womb, wrestling all night with a mysterious figure at the Jabbok, weeping and begging for a blessing, meeting God face to face at Bethel. Then, right in the middle of that flashback, the prophet stops and drops this line like a hammer: "But the LORD — He is God of Hosts (Sabaoth), His Name is LORD."
This isn't small talk. It's a title. "Господь Бог Саваот" — Yahweh, God of Hosts — means the commander of every army that exists: the stars, the angels, the nations, everything with power. And "Ймення" (name) here isn't just a label; in Hebrew thought a name carries identity, reputation, the whole weight of who someone is. So the verse is saying: the God who wrestled a lying, scheming man named Jacob into submission at a river crossing — that same God is not a local deity you can negotiate with. He commands every force in existence, and his character never changes.
Easy to miss: this declaration is a hinge. It's the ground on which the very next line stands — "therefore turn to your God, keep mercy and justice, wait on your God continually" Keil-Delitzsch Old Testament. The "therefore" only makes sense because of who was just named. You don't get to plead ignorance about who you've been unfaithful to.
In the shape of the whole book, Hosea keeps circling back to one accusation: Israel has been unfaithful, chasing other gods and other alliances, while the LORD — the real, unchanging, all-commanding God — waits. Where readers differ a bit: some read this verse mainly as worship, praise dropped into the middle of an indictment; others read it as legal weight, evidence entered into the record before the verdict.
