Joshua 20:7

This verse is a simple list — three cities being marked out — but it's the payoff of a promise that had been sitting unfulfilled since Moses first commanded it back in Numbers 35 and Deuteronomy 19. Joshua and the leaders of Israel now finally act on that command: they "set apart" — the Hebrew word is qadash (H6942), the same word used for making something holy Strong's — three cities on the west side of the Jordan River: Kedesh up north in the territory of Naphtali, Shechem in the middle in Ephraim's hill country, and Hebron down south in Judah's hills. These join three more cities already designated east of the Jordan (mentioned in the verses right after this one), making six total.

What's easy to miss is the geography doing quiet theological work. Kedesh, Shechem, and Hebron aren't randomly picked — they're spaced so that, as the old commentators noticed, no Israelite in the land was ever more than about a day and a half's journey from a place of refuge Tyndale. God isn't offering safety in theory; he's making sure it's actually reachable. Also worth noticing: Hebron had just been given to Caleb as his personal inheritance a few chapters earlier ( Joshua 14:15), and yet here it becomes a city set apart for the protection of an accused killer who isn't even a Judahite. Caleb's prize possession becomes shared sanctuary. That's a small, real cost tucked inside this list.

This sits near the very end of the conquest narrative, right after the land has been divided by lot among the tribes — Joshua is now filling in the last administrative and moral details before the book turns to the tribes settling in and Joshua's farewell speeches. There isn't much doctrinal disagreement over this verse itself; it's mostly agreed to be historical geography. Where traditions differ is in how far to press the typology — how much these cities are meant to foreshadow Christ, which we'll get into below.

Joshua is traditionally dated to somewhere in the 1400s–1200s BC (scholars disagree on exactly when, tied to the larger debate about when the Exodus happened), written for Israelites who had just taken possession of the land God promised to Abraham generations earlier. This is a tribal, agrarian society without a police force, courts, or prisons in any modern sense. When someone was killed, justice was largely a family matter: the victim's closest male relative — called the "avenger of blood" — had both the right and the expected duty to hunt down and kill whoever caused the death, whether it was cold-blooded murder or a tragic accident, like an axe head flying off its handle and killing a bystander (that's the literal example given in Deuteronomy 19:5).

That system, left unchecked, is a blood-feud machine — one death spirals into two, three, a generational cycle of revenge. God's law interrupted that cycle by carving out six cities, run by the priestly tribe of Levi, where a person who killed someone without intent to kill could flee and be safe until a fair trial could sort out what actually happened. It wasn't a loophole for murderers — the city elders would investigate, and a true murderer would still be handed over for execution. It was protection for the person who deserved a hearing, not a mob.

By the time we reach Joshua 20, the conquest of Canaan is essentially complete and the tribal land allotments have just been finished in the previous chapters. Notice that Shechem shows up again later in Israel's story — it's where Rehoboam went to be crowned king ( 2 Chronicles 10:1) and, centuries later, the region around it is where Jesus meets the Samaritan woman at the well ( John 4). Hebron, too, carries weight: it's in "the hill country of Judah" that Mary visits Elizabeth in Luke 1:39 — the same rugged terrain, generations on, hosting the news that God's ultimate rescue was on its way.

The key verb behind "they set apart" is קָדַשׁ (qâdash, H6942) — to make something holy, to pronounce it set apart for God's purposes Strong's. This isn't Joshua just drawing lines on a map; it's a declaration that these cities now belong to a different category — sacred ground reserved for mercy. Fittingly, the very name קֶדֶשׁ (Qedesh, H6943) comes from that same root — it literally means "sanctum" or "holy place" Strong's. The city's name is its function.

שְׁכֶם (Shᵉkem, H7927) means "shoulder" or "ridge" Strong's — the city sat on a mountain saddle between two peaks, but the older commentators loved to notice that "shoulder" is also where you carry weight, where a burden rests (they connected it to Isaiah 9:6, "the government will be on his shoulders") Adam Clarke.

חֶבְרוֹן (Chebrôwn, H2275) comes from a root meaning "to join" or "to associate" — it means something like "fellowship" or "seat of association" Strong's. And קִרְיַת אַרְבַּע (Qiryath ʼArbaʻ, H7153), Hebron's older name, literally means "city of Arba" — Arba being the giant clan leader who once ruled there before Caleb drove them out (see Joshua 14:15) Strong's.

These names weren't accidents to the ancient world's ear — a city named "Holiness" offering sanctuary, a city named "Shoulder" bearing the weight of the fugitive's case, a city named "Fellowship" welcoming the outsider in. You don't need to force allegory onto every syllable to notice that the vocabulary itself is doing quiet, poetic work.

The writer of Hebrews takes the whole concept of a city of refuge and applies it straight to Jesus: "we who have fled to take hold of the hope set before us may be greatly encouraged" ( Hebrews 6:18). That's not a stretch — it's the New Testament doing exactly what these Old Testament commentators saw centuries ago Jamieson-Fausset-Brown. The city of refuge existed for one reason: so that someone who deserved judgment, or at least stood accused of it, could find a place to run before the sentence was carried out, and be safe until the truth came out. That is almost exactly the gospel's shape. You are the one running. Death is behind you, deserved or not. And there's a place — a person — you can reach in time.

But push on the details and the type gets richer, not thinner. The avenger of blood couldn't touch the fugitive once inside the city walls — inside was total safety, but it depended entirely on staying there. Being "in Christ" (a phrase Paul uses constantly, like in Romans 8:1) works the same way: safety isn't found by outrunning judgment on your own, it's found by abiding, staying put, in the refuge itself.

Even the city names read like an accidental sermon: Kedesh means holiness — Jesus was "made holy" and sanctified for us ( John 17:19) Matthew Henry. Shechem means shoulder — the one who carries the government, and the sinner, on himself ( Isaiah 9:6). Hebron means fellowship — because the refuge isn't just a legal shelter, it's a relationship, communion restored John Gill. None of this is a hidden code you need to decrypt Scripture to find — it's an echo, a foreshadow the Spirit seems to have built into history itself. And notably, all three cities were staffed by Levites — the priestly tribe — so that the person running for his life wasn't just safe, he was accompanied, taught, prayed over while he waited Matthew Henry. That's not incidental to knowing Christ. That's the whole point of him.

Here's the uncomfortable question this verse quietly asks you: when trouble comes — when guilt, real or accused, is chasing you down — do you actually run somewhere, or do you just run?

The cities of refuge only worked if the person fleeing knew where they were and moved toward them with everything they had. Geography without motion saves nobody. It's not enough that Jesus is, in theory, a place of safety "out there somewhere." The fugitive in this story doesn't sit at home hoping things blow over. He gets up and runs, hard, toward a specific place, because his life depends on actually arriving.

What is it you're running from right now — not metaphorically, actually? Shame that keeps circling back? A sin you can't stop replaying? An accusation, fair or unfair, that has real teeth? The verse doesn't ask you to defend yourself or fix yourself before you're allowed to run. It just says: there is a place. Go there.

And here's the cost, because there always is one: staying in the city meant staying. The fugitive in Numbers 35 couldn't leave the city of refuge until the high priest died, or the avenger could kill him without guilt. Refuge asks for your address to change, not just your feelings. It's not a weekend visit to church when things get bad — it's moving your whole life inside the walls, staying under the shadow of the one who died so you could remain there safely. That's costly. It means giving up the exits you keep half-planning, the escape routes where you handle your own guilt your own way. Today, will you actually run — all the way in, and stay?

• Lord, thank you that you didn't just promise refuge in theory — you built an actual, reachable place, and in Christ you gave me one I can run to today. Help me actually run.
• I confess the times I've tried to outrun guilt on my own instead of fleeing to you — show me where I'm still relying on my own defense.
• Thank you that Jesus was made holy for me, carries my burden on his shoulder, and offers real fellowship, not just legal cover — let that sink past my head into my heart.
• Give me the courage to "stay in the city" — to keep living close to Christ rather than wandering back out to old patterns that feel safer but aren't.
• For anyone I know who is falsely accused or genuinely fleeing consequences right now — be their refuge, and use me to point them toward you.

• What am I currently running from — and am I running toward Christ, or just running away from the problem?
• Have I ever treated Jesus as a safety net "out there" rather than a place I actually have to move into and stay in?
• The refuge only worked while the fugitive remained inside its walls — what would it look like this week to actually "stay," instead of drifting to the edges?
• Caleb gave up part of his hard-won inheritance so Hebron could shelter a stranger — is there something of mine God is asking me to release for someone else's safety or healing?
• Do I actually believe there's a difference between guilt that deserves judgment and guilt that's been misjudged — and do I extend that same patience to others that God extended through these cities?
