angel of the waters--that is, presiding over the waters. O Lord--omitted by A, B, C, Vulgate, Syriac, Coptic, and ANDREAS. and shalt be--A, B, C, Vulgate, and ANDREAS for this clause read, "(which art and wast) holy." The Lord is now no longer He that shall come, for He is come in vengeance and therefore the third of the three clauses found in Rev 1:4, Rev 1:8; Rev 4:8 is here and in Rev 11:17 omitted. judged thus--literally, "these things." "Thou didst inflict this judgment."
Open source ↗In this chapter we have an account of the pouring forth of these vials that were filled with the wrath of God. They were poured out upon the whole antichristian empire, and on every thing appertaining to it. I. Upon the earth (Rev 16:2). II. Upon the sea (Rev 16:3). III. Upon the rivers and fountains of water (Rev 16:4). Here the heavenly hosts proclaim and applaud the righteousness of the judgments of God. IV. The fourth vial was poured out on the sun (Rev 16:8). V. The fifth on the seat of the beast. VI. The sixth on the river Euphrates. VII. The seventh in the air, upon which the cities of the nations fell, and great Babylon came in remembrance before God.

But if our unrighteousness highlights the righteousness of God, what shall we say? That God is unjust to inflict His wrath on us? I am speaking in human terms.
And I heard the altar reply: “Yes, Lord God Almighty, true and just are Your judgments.”
