Deuteronomy 15:11

Look at the shape of this sentence carefully, because it's doing two things at once. First it states a hard fact: "there will never cease to be poor in the land." Then it draws a command straight out of that fact: "that is why I am commanding you." The poverty isn't presented as a problem to be solved once and forgotten — it's presented as a permanent feature of life in a broken world, and God uses that permanence as the very reason his people must keep their hands open, generation after generation.

This verse sits right in the middle of a law about debt cancellation — every seven years, Israelite creditors had to release what was owed to them ( Deuteronomy 15:1-6) Matthew Henry. Verses 7-10, just before this one, warn against the ugly math some people were doing: "the seventh year is coming, so why lend now, since it'll just get canceled?" God calls that out as a "wicked thought" (v.9) and tells them to lend freely anyway. Verse 11 is the theological floor under that whole command — why keep giving when it costs you and never seems to end? Because it will never end. That's not a loophole to exploit; it's the permanent job description.

What's easy to miss: this verse doesn't contradict Deuteronomy 15:4, a few lines earlier, which says "there will be no poor among you" — if Israel fully obeyed and God's blessing landed as promised. Some read that gap as fatalism about human sin; others read it as brutal honesty about a fallen world. Either way, the command doesn't wait for utopia — you give now, in the world as it actually is.

This is part of Israel's larger economic law code, meant to keep a nation of ex-slaves from re-creating the very inequality Egypt had crushed them under.

Deuteronomy is Moses' farewell address, given to the second generation of Israelites — the children of the people who left Egypt — as they camp on the plains of Moab, right before crossing into the Promised Land. Most scholars place the events somewhere around 1400-1200 BC, and the book takes the form of covenant renewal: an old leader restating the terms of the relationship for a generation about to live it out without him.

This isn't an abstract ethics lecture. It's aimed at people who are about to become landowners for the first time in their lives. Their parents were slaves in Egypt with nothing. Now they're about to inherit farmland, vineyards, flocks. Moses knows exactly what happens to formerly poor people once they get property: they start protecting it, and the next generation of poor gets locked out. This law isn't charity as an afterthought; it's an economic reset button built into the calendar itself.

The "brother" language matters here — Israel was a covenant family, not just a collection of individuals with private bank accounts. When Moses says "open wide your hand to your brother," he's leaning on that family bond: these are your own people, tied to you by blood and by promise, not strangers you can shrug off. In a small agrarian society where a bad harvest or a death in the family could wipe someone out overnight, there was no insurance system, no government safety net — the community itself was supposed to be the safety net, one household extending credit and grace to another. Moses is legislating against the human instinct to calculate risk and close the fist instead.

The command itself hinges on a vivid picture: פָּתַח (pâthach, H6605) means to open wide, to loosen, even to unlock something that was shut Strong's. Paired with יָד (yâd, H3027), "hand" — and notably the Hebrew word for the open hand, distinct from kaph, the word for a closed fist Strong's — the phrase is almost redundant on purpose: open, open your hand. Moses isn't asking for a grudging trickle; he's picturing a hand that unclenches completely.

The poor themselves get two names here. אֶבְיוֹן (ʼebyôwn, H34) means destitute — someone whose whole posture is want, rooted in a word meaning to long for, to crave Strong's. עָנִי (ʻânîy, H6041) means depressed or bowed down, in circumstances or in spirit Strong's — this is poverty that has ground a person down, not just an empty wallet but a weight on the soul.

And the person you're commanded to help first isn't a stranger — it's אָח (ʼâch, H251), "brother," used for literal family but stretched to cover anyone bound to you by covenant loyalty Strong's. The command word, צָוָה (tsâvâh, H6680), doesn't mean "suggest" — it means to constitute, to lay a binding obligation on someone Strong's. And the verb behind "cease" — חָדַל (châdal, H2308) — literally pictures something going flabby, slack, giving up, running dry Strong's. Poverty, Moses says, will never go flabby and disappear from the land (אֶרֶץ, ʼerets, H776) — so your open hand can't either.

Jesus quotes this verse almost word for word — "the poor you will always have with you" — in Matthew 26:11, Mark 14:7, and John 12:8, and it's worth slowing down on what he's doing with it. A woman has just poured expensive perfume on him, and the disciples object that it should've been sold and given to the poor. Jesus doesn't disagree that the poor matter — he's quoting Deuteronomy 15:11, a command about caring for the poor, so he clearly assumes that command still stands. What he's saying is: this moment, right now, is unique — I won't always be physically present with you to anoint. Don't miss the singular thing in front of you by hiding behind a general principle.

But there's a deeper thread here too. The whole logic of Deuteronomy 15 — open your hand because you were once the needy one, once the slave, once the debtor who owed everything and was released — becomes the exact shape of the gospel. You were the ʼebyôwn, destitute before God, owing a debt you could never repay. And God didn't wait for the seventh year; he opened his hand completely in his Son. Paul makes this connection explicit in 2 Corinthians 8:9: "though He was rich, yet for your sake He became poor, so that you through His poverty might become rich." Jesus is the ultimate open hand — nailed open, in fact, on a cross, so that his poverty could become your inheritance.

So when the New Testament church in Acts 2:45 starts selling possessions and sharing with anyone in need, they're not inventing something new — they're living out Deuteronomy 15:11 in light of a Savior who lived it out first, and infinitely further than any Israelite law required.

Here's the uncomfortable part: God doesn't promise you'll ever get to stop giving. There's no finish line where poverty is solved and you can finally relax your hand and keep everything for yourself. Moses tells his people this on purpose — not to depress them, but to kill off the excuse-making that always shows up right before generosity does. "I already gave last year." "There will always be someone asking." "It never ends, so why bother." That last thought — the seventh-year math from verses 7-10 — is exactly the poison Moses is naming and telling you to reject.

Notice the command isn't "feel bad for the poor" or "wish them well." It's a physical, concrete image: open your hand. Wide. Not a slit, not a careful calculation of the minimum required — wide open, the way you'd hold a hand out to someone you actually love, not someone you're managing.

And notice who you're commanded to open your hand to first: your brother John Gill. Not the poor in some other country you'll never meet — although Scripture cares about them too — but the person in your own family, your own church, your own street, whose need is inconvenient precisely because you know them and can't pretend not to see it.

So ask yourself honestly: where has your hand gone flabby — closed, or half-open, calculating? What's the "seventh year" excuse you've been telling yourself — the reason this particular need doesn't count, doesn't apply to you, can wait? God isn't asking you to end poverty. He's asking you to stop being the reason someone in front of you stays poor. That will cost you something real — money, time, comfort, the illusion that what's in your hand is only yours.
