Numbers 23:19

Look at how this verse is built — it's two flat statements, then two questions that drive them home. First the statements: God is not a man, so He doesn't lie; He's not a son of man, so He doesn't change His mind. Then the hammer: "Does He speak and not act? Does He promise and not fulfill?" The questions expect one answer — of course not. When God says a thing, the saying and the doing are already welded together.

Here's what's easy to miss: who's talking. This is Balaam — a hired-gun prophet, brought in by King Balak of Moab to curse Israel for money. Balak keeps building altars and paying up, hoping God will change His mind and let the curse fly. And Balaam has to tell him the brutal truth: it's not going to work, because God isn't like you and me. We say one thing at breakfast and something else by dinner. God doesn't. Because His character is a rock, Balaam literally cannot curse what God has blessed Tyndale.

One knot Christians have puzzled over: the Bible elsewhere says God "relented" or "changed His mind" — over Nineveh, over Saul, over Israel at the golden calf. So does God change His mind or not? The best reading is that God's heart and His promises never shift; what changes is how He deals with people as they change. His unchanging commitment to save is exactly why He responds differently to repentance than to rebellion. This same truth — God does not lie or change — gets quoted almost word-for-word in 1 Samuel 15:29.

Where this sits in the story: three times Balak tries to buy a curse; three times God turns it into a blessing. Chapter 23 is the middle of that unstoppable divine "yes" over His people.

Picture the very end of Israel's forty years wandering the desert, somewhere around the 1400s–1200s BC (scholars debate the exact date). The Israelites are camped on the plains of Moab, just east of the Jordan River, close enough that the local kingdoms can see the dust of their camp and are terrified. They've already flattened a couple of nearby kings.

Balak, king of Moab, is one of those terrified rulers. He can't beat Israel with swords, so he tries something else — spiritual warfare for hire. He sends for Balaam, a well-known freelance prophet-for-pay from up the Euphrates River, and offers him a fortune to lay a curse on Israel. In that world, people genuinely believed a powerful curse could break an army before a single spear was thrown.

The scene in this chapter is soaked in old religious machinery. Balak keeps building altars — seven of them — and sacrificing bulls and rams, moving Balaam from hilltop to hilltop, as if the right spot and the right number of sacrifices might finally unlock the curse Jamieson-Fausset-Brown. The number seven carried a sense of sacred completeness — the whole "creation in seven days" weight behind it — and pagan worshipers attached almost magical power to it Keil-Delitzsch Old Testament. Balaam is mixing his own superstitions right in with worship of the true God.

But here's the quiet joke of the whole account, and the comfort in it: Moses and Israel down in the valley have no idea any of this is happening. They can't defend themselves against a curse they don't even know about. And they don't need to. God, who never sleeps, is guarding them — turning every hired curse into a blessing without their lifting a finger Matthew Henry.

The verse opens with אֵל (ʼêl, H410) — a name for God that means strength, the Mighty One Strong's. So the first word already answers the whole verse: this is the Almighty, not some local hilltop deity Balak can bargain with.

Then the contrast: God is not אִישׁ (ʼîysh, H376), a man, an individual male person Strong's, nor a בֵּן (bên, H1121) of אָדָם (ʼâdâm, H120) — a son of humankind Strong's. Two ordinary words for "human." The point is deliberately down-to-earth: God is nothing like the frail, mind-changing creatures we are.

Two verbs carry the weight. First כָּזַב (kâzab, H3576), to lie, to deceive Strong's. Second, the surprising one: נָחַם (nâcham, H5162). Its root picture is to sigh, to breathe hard — and from there it stretches to be sorry, to relent, to change one's mind Strong's. It's the very word used elsewhere when God "relents." So the Hebrew itself holds the tension: God doesn't have the wobble, the second-guessing, the "if only I'd known" that makes us reverse course.

The closing questions pair up beautifully: אָמַר (ʼâmar, to say, H559) with עָשָׂה (ʻâsâh, to do, H6213); and דָבַר (dâbar, to speak, H1696) with קוּם (qûwm, to rise, to make stand, H6965) Strong's. With God, the word spoken and the word stood up on its feet are the same thing.

Here's a beautiful tension to sit with. This verse says God is not "a son of man" — and yet Jesus' favorite name for Himself was exactly that: "the Son of Man." So does He break the verse?

No — He deepens it. Numbers 23:19 says God is unlike us in the ways that make us unreliable: we lie, we forget, we back out. When God became a human being in Jesus, He did not pick up our fickleness. He took our flesh without taking our faithlessness. In Jesus you finally get to see the God who cannot lie, walking around in a body — the unchanging character of God with a human face.

And Jesus is the place all those unbreakable promises land. The New Testament says God's promises are all "Yes" in Him ( 2 Corinthians 1:20). Hebrews 6:18 points straight back to this truth — "it is impossible for God to lie" — as the anchor for anyone who's run to Jesus for hope. Titus 1:2 says the God "who cannot lie" promised eternal life "before time began" and then kept it in Christ.

Even the little detail of the Balaam story preaches Jesus. Israel down in the valley was being cursed behind their backs, helpless, unaware — and God turned every curse into a blessing over their heads. That's the shape of the cross. Galatians 3:13 says Christ "became a curse for us" so that the blessing would come. The curse landed on Him; the blessing falls on you. Balaam couldn't curse the people God had blessed — and no accusation can finally stick to the people Jesus has covered.

Be honest for a second: how many of your promises have you quietly let die? The workout plan. The apology you meant to make. The thing you swore to God you'd stop doing. We are, most of us, people whose words and actions don't quite line up. That's not usually because we're wicked — it's because we're human. We change. We forget. We lose our nerve.

This verse is asking you to let that sink in about God — and then to let it un-sink your fears. He is not like you here. When He says a thing, the doing is already on its way. There is no gap between His promise and its arrival except time.

So the question this verse presses on you is simple and searching: do you actually live like His word is that solid? Because a lot of us say we believe God keeps His promises while we lie awake at night bracing for Him to drop us. We treat His love the way we treat our own resolutions — nice while it lasts, sure to fade. That's not humility. That's quietly calling God a liar.

The cost this verse asks of you is your worry. It asks you to stop hedging — to stop keeping one foot outside the promise "just in case God changes His mind." Habakkuk 2:3 says even when the promise lingers, "wait for it, since it will surely come." Waiting is where you'll pay. When the answer is slow and your feelings scream that He's forgotten you, this verse asks you to plant your whole weight on the character of a God who has never once broken His word — and rest there instead of scrambling.

• Where I have run to You for hope in Jesus, anchor my heart in the truth that it is impossible for You to lie.
• Make my own "yes" more like Yours — let my words and my actions finally line up.
• When Your promises seem slow, keep me waiting in trust rather than scrambling in fear.

• Which promise of God are you secretly not counting on right now — and what does that reveal about how you really see His character?
• Where in your life are you living as if God might change His mind about loving you?
• Balaam couldn't curse what God had blessed. What accusation or shame are you still letting stick to you that God has already covered?
• You break small promises constantly. How does facing that honestly make God's unbreakable word feel more like relief than a rebuke?
• Is there an area where you're "hedging" — keeping one foot outside a promise of God just in case? What would it cost you to step all the way in?
