Acts 9:31

Look at what's happening here: a single sentence, but it's a deep breath after nine chapters of chaos. Stephen's been stoned. Saul's been dragging Christians out of their houses to prison. Believers have scattered like birds from a gunshot. And now — quiet. "The church" (singular, not "churches" — the best manuscripts point this way) Adam Clarke spread across three regions that used to hate each other — Judea (the Jewish heartland), Galilee (Jesus's home turf up north), and Samaria (the place Jews normally wouldn't even walk through) — is now one body, at peace, growing.

Notice the shape of the sentence: peace, then growth, then two things happening underneath the growth — walking in the fear of the Lord, and being built up in the comfort of the Holy Spirit. Luke isn't just reporting a headcount. He's telling you why the church didn't just survive the storm but thrived after it. It wasn't luck. It was a community taking God seriously (fear) while being carried by a Person who kept encouraging them (the Spirit). This is one of several checkpoint verses Luke drops through Acts — you'll see the same kind of progress report in Acts 2:41, 6:7, 12:24, and later almost word-for-word in Acts 16:5 Tyndale — like a narrator periodically saying "meanwhile, the movement kept spreading."

What's easy to miss: this verse sits right after Saul's conversion and right before Peter starts healing Aeneas and raising Tabitha from the dead ( Acts 9:32-43). It's a hinge — the persecutor becomes a preacher, the apostles fan out, and the gospel starts moving toward the Gentiles. Commentators disagree about why the persecution let up right here — some older commentators think it was Saul's own change of heart removing the chief threat; others (like Lardner, cited by Clarke) think it was because the Roman emperor Caligula was trying to erect his statue in the Jerusalem temple around AD 39-40, and the Jewish leadership got too busy fighting that fire to keep hunting Christians Adam Clarke. Luke doesn't tell you which — he just wants you to see God's hand steering history either way.

Luke, the author of Acts, is writing sometime in the 60s-80s AD to a Gentile reader named Theophilus, tracing how a tiny Jewish sect centered in Jerusalem became a movement crossing ethnic and geographic lines. By the time you get to Acts 9, roughly three or four years have passed since Jesus's resurrection — somewhere in the mid-to-late 30s AD.

Here's the political backdrop that likely explains the sudden calm: the Roman emperor Caligula, who came to power in AD 37, was famous for demanding to be worshiped as a god. Around AD 39-40, he ordered his statue set up inside the Jerusalem Temple itself — the single most explosive thing a Roman ruler could do to a Jewish population that considered idols in the Temple an unthinkable desecration Adam Clarke. The Jewish leadership, terrified of both defilement and Roman retaliation, was consumed with that crisis. A minority Jewish sect following a crucified rabbi from Nazareth suddenly wasn't their top priority anymore. That's very possibly why "the church" got breathing room right when this verse says it did.

Picture the geography too: Judea was the religious center, home to the Temple and the Sanhedrin who'd just executed Stephen. Galilee, up north, was rural, mixed with Gentile influence, and had been Jesus's own home region — the place people from Jerusalem looked down on ("can anything good come from Nazareth?" John 1:46). Samaria was the real shock — Jews and Samaritans had a centuries-old blood feud over rival temples and disputed ancestry, to the point that devout Jews would walk miles out of their way rather than cross Samaritan land. That the gospel had already taken root there (see Acts 8) and that it's now lumped together with Judea and Galilee under one word — "the church" — was itself a small earthquake. Old walls were coming down, and nobody in that world could have missed it.

The word for "church" here is ἐκκλησία (ekklēsía, G1577) — literally "a calling out," used for a gathering of people summoned together Strong's. In Greek city life it meant the citizens' assembly. Luke takes that ordinary political word and uses it for God's called-out people spread across three regions — and the manuscript evidence favors the singular "the church," not "the churches" Adam Clarke, which is Luke's way of saying: however scattered geographically, this is one thing, not many separate movements.

"Peace" translates εἰρήνη (eirḗnē, G1515), which carries more than the absence of conflict — it implies wholeness, prosperity, things being put right Strong's. It echoes the Hebrew shalom, and Adam Clarke points out that here it functions almost like "prosperity" — not just quiet, but flourishing Adam Clarke.

The verb behind "grew in strength" is οἰκοδομέω (oikodoméō, G3618), a building word — to construct a house, or figuratively, to strengthen and establish Strong's. Luke is picturing the church as a structure going up, brick by brick, not just a crowd getting bigger.

And "fear" is φόβος (phóbos, G5401) — alarm, fright, the same word you'd use for being scared of something dangerous Strong's. It's not a soft word. Whatever "fear of the Lord" means here, it's not warm fuzzy respect — it's the trembling awareness that you are dealing with the living God, which is exactly the note struck in Proverbs 1:7 and Psalm 111:10.

This verse doesn't quote Jesus or predict him directly — but it's showing you the fruit of what he already did. Right before he ascended, Jesus told his followers in Acts 1:8 that they would be his witnesses "in Jerusalem, and in all Judea and Samaria, and to the ends of the earth." Acts 9:31 is Luke checking off that promise in real time — Judea, done; Galilee, done; Samaria, done. The Samaritan piece especially matters: Jesus had already broken that wall down himself, sitting at a well talking to a Samaritan woman nobody respectable would speak to ( John 4:1-42), and now his church is living out that same boundary-crossing love without him standing there in the flesh to do it for them.

The "encouragement of the Holy Spirit" is also Jesus's promise coming true. In John 14:16-18, Jesus tells his disciples he won't leave them as orphans — he'll send "another Helper," the same Spirit now described here as building up and comforting the church. The peace this verse describes isn't the peace of circumstances (nobody being persecuted); it's the peace Jesus specifically promised in John 14:27 — "Peace I leave with you... not as the world gives" — arriving in exactly the shape he said it would: through the Spirit, in community, even while danger was still very real just offstage (Saul himself was almost killed a few verses earlier, Acts 9:23-25).

And there's a quiet irony worth sitting with: the man most responsible for scattering this church, Saul, is now the very reason (at least in part, by tradition) that it can breathe — because Jesus met him on the Damascus road and turned the church's chief enemy into one of its chief builders. That's the gospel in miniature: Christ doesn't just give peace, he remakes the people who were destroying it.

Here's what stops me every time I read this verse: growth didn't come from strategy meetings or clever programs. It came from two things held together — fear of the Lord, and the comfort of the Spirit. Most of us are tempted to pick one and drop the other. Some of us live in low-grade dread of God, always waiting for the other shoe to drop, no comfort in sight. Others of us have flattened God into a cosmic life coach — all comfort, no weight, no trembling, nothing that could actually reorder our Tuesday. Luke won't let you choose. The early church grew because it held both: they took God seriously enough to obey him even when it cost them everything, and they were carried by a Spirit who kept showing up with real encouragement in the middle of real danger.

Ask yourself honestly: when's the last time you felt anything close to fear — not terror, but the kind of weight that changes how you talk, what you watch, how you spend money — because you actually believed the living God is watching? And separately: when's the last time you let the Spirit's comfort actually land, instead of numbing out with something easier?

The cost this verse asks of you isn't dramatic. It's not martyrdom. It's the much harder daily discipline of taking God seriously in the small rooms of your life — your calendar, your speech, your secret thoughts — while also letting yourself be genuinely comforted by him instead of managing your own anxiety with everything except him. That's a church that gets "built up." That's also a person who gets built up.

• Holy Spirit, I confess I often look for comfort everywhere except you — teach me to receive your encouragement instead of numbing myself.
• Thank you for tearing down walls between people who were supposed to hate each other — break down whatever wall of contempt I'm still nursing toward someone.
• Build up my faith the way you built up that early church — steadily, through ordinary obedience, not just through spiritual highs.
• In whatever season of peace I'm in right now, keep me from wasting it — grow me instead of letting me coast.

• If someone watched your life for a week, would they see evidence of "fear of the Lord," or does God feel more like background noise to you?
• Where in your life have you settled for either fear without comfort, or comfort without fear — and what would it cost to hold both?
• Who is your "Samaritan" — the person or group you've written off, that the gospel might be asking you to walk toward instead?
• Are you currently in a season of peace? Be honest: are you using it to grow, or just to relax?
• What would change in your prayer life if you actually believed the Holy Spirit wants to encourage you personally, today, the way he encouraged that early church?
