Exodus 9:16

Look at where you are in the story: this is the middle of the plague sequence, right before the plague of hail — the seventh strike against Egypt. Pharaoh has already broken his word twice, and God, through Moses, stops to explain himself directly to Pharaoh's face. That's rare. Usually God just acts. Here he pauses to say why.

The verse has two halves that hinge on each other. First: "I have raised you up for this very purpose." The Hebrew word behind "raised up" is ʻâmad (H199... actually H5975), which just means "to stand" or "to cause to stand" Strong's. It's not primarily about elevating Pharaoh to the throne out of nowhere — it's about God keeping him standing, keeping him alive and in power, when by all rights the earlier plagues (especially the boils, which hit "man and beast" — Pharaoh included) should have ended him Adam Clarke. God isn't taking credit for making Pharaoh a king from birth; he's taking credit for the fact that Pharaoh is still breathing at this exact moment in the story.

Second half: the purpose of that preserved life is twofold — "that I might display my power" and "that my name might be proclaimed in all the earth." The word for "power" is kôach (H3581), raw force, vigor, capacity Strong's. The word for "proclaimed" is çâphar (H5608), which literally means to inscribe or tally up, like keeping a record — God intends this story to be written down, counted, retold Strong's.

Here's what's easy to miss: this isn't God explaining why he made Pharaoh evil. It's God explaining why he hasn't yet destroyed an already-defiant king — so that the defeat, when it comes, will be unmistakable and worldwide. Christians disagree sharply here on how far God's sovereignty reaches into Pharaoh's hardened heart — some (in the Reformed tradition, echoing Paul in Romans 9:17) read this as God's eternal, sovereign purpose stretching all the way back; others (like Adam Clarke) insist the verse only concerns God's preserving action in this moment, not some eternal decree engineering Pharaoh's wickedness Adam Clarke John Gill.

Exodus is set roughly in the 13th century BC (some scholars argue earlier, around the 15th century — the dating is genuinely disputed), during Egypt's New Kingdom period, when Pharaoh sat atop the most powerful empire in the world Israel knew. The book was written down and shaped for Israelites who needed to remember, generations later, that their God had beaten the mightiest king on earth to free a nation of slaves.

By Exodus 9, Egypt has already been through four plagues — blood, frogs, gnats, flies — and then the death of Egyptian livestock ( Exodus 9:1-7) and boils breaking out on people and animals alike ( Exodus 9:8-12) Matthew Henry. Pharaoh has watched his land, his economy, and his own body get hit, and every single time he's promised to let Israel go and then reneged the moment the pressure lifted. This verse comes as God, through Moses, gives Pharaoh formal warning of the seventh plague: hail so violent it will kill anyone and anything left outside ( Exodus 9:13-21). Before the hail falls, God stops to tell Pharaoh plainly what's actually happening underneath the political back-and-forth — this was never really a negotiation between two rulers. In the ancient world, a king's power was measured by his gods' power; Egypt's whole religious system claimed Pharaoh himself was semi-divine, backed by gods of the Nile, the sun, the harvest. Every plague was aimed at exposing those claims as empty. God's statement here — that Pharaoh's continued existence serves God's purpose of being known "in all the earth" — is a direct challenge to the entire Egyptian worldview: it was never Pharaoh's story. It was always God's.

The pivot word is הֶעֱמַדְתִּיךָ — the causative form of עָמַד (ʻâmad, H5975), "to stand" Strong's. God isn't saying "I built you a throne from scratch" — he's saying "I have made you stand," kept you upright, alive, on your feet, through plague after plague that should have flattened you. That's a very different claim than "I engineered your existence for evil," and it's the exact word choice that fuels centuries of debate over how much of Pharaoh's story God authored versus merely sustained Adam Clarke.

The purpose clause uses עָבוּר (ʻâbûwr, H5668) — "on account of, in order that" Strong's — a word built from the idea of "crossing over," of passing through toward something. It signals that everything happening to Pharaoh is transit, not the final word — he's a passage, not the destination.

God's stated goal is twofold: הַרְאֹתְךָ אֶת־כֹּחִי, "to show you my kôach" (H3581) — vigor, force, raw capacity Strong's — and וּלְמַעַן סַפֵּר שְׁמִי, "that my shêm" (H8034, name — meaning reputation, character, authority, not just a label) Strong's "be çâphar'd" (H5608) — inscribed, recorded, tallied up and told Strong's — בְּכָל־הָאָרֶץ, "in all the ʼerets" (H776) — the earth, or land Strong's. God's name isn't just going to be spoken; it's going to be written into the record of the whole world, the way a scribe scores a permanent account into a tablet.

Paul reaches straight for this verse in Romans 9:17 when he's wrestling with the hardest question in the Bible: why does God show mercy to some and not others, and is that fair? He quotes Exodus 9:16 almost word for word to say — God's dealing with Pharaoh wasn't an aberration, it's a window into how God has always worked: he raises up even hostile powers to display his glory, and nobody gets to put him in the dock for it. That's uncomfortable. It's meant to be.

But look at where the bigger story of "displaying power" and "proclaiming the name" actually lands. At the cross, God does the very same thing he did in Egypt — he takes what looks like weakness, defeat, a condemned man executed by an empire, and turns it into the loudest proclamation of his name and power the world has ever heard. Pharaoh's downfall in the Red Sea ( Exodus 14:4, 14:17-18) becomes the pattern: God gains "honor" through the very ones who resist him, and everyone watching knows that he alone is Lord. That's precisely the shape of Good Friday and Easter — Rome and the religious authorities thought they were crushing Jesus; instead God was writing his name into every nation on earth through exactly that moment ( Philippians 2:9-11).

And notice the global scope: "that my name might be proclaimed in all the earth" isn't fulfilled in Egypt — Egypt was one nation, briefly humbled. It's fulfilled when Jesus sends his followers out to "make disciples of all nations" ( Matthew 28:19), when Malachi's promise that God's name would be great "from where the sun rises to where it sets" ( Malachi 1:11) finally lands on every continent. Exodus 9:16 is a small, local preview of a promise that only Jesus is big enough to fulfill completely.

Here's the uncomfortable gift in this verse: your life — even the parts that feel stalled, resisted, or wasted — might exist for a purpose bigger than your own comfort or even your own righteousness. Pharaoh wasn't preserved because God liked him. He was preserved because God had something to say to the whole world, and Pharaoh's stubborn, cattle-killing, promise-breaking resistance turned out to be the stage for it.

That should make you ask a harder question than "is my life going well?" Ask instead: "what is God's name being proclaimed through, in my life, right now?" Sometimes it's proclaimed through your obedience — a costly yes when it would be easier to stay comfortable. But sometimes, if you're honest, God is being glorified through your resistance being broken down, piece by piece, the way Pharaoh's was — plague after plague, chance after chance, until the hard places in you finally give way.

The cost this verse asks of you is this: stop assuming the story is centered on you. It never was in Egypt, and it isn't now. You may be the hero of some plans, but in God's plan you are, at most, a character whose whole point is to make his name and power unmistakable to everyone watching. That's actually good news if you let it be — it means your suffering, your waiting, your unresolved situations aren't proof God has forgotten you. They might be exactly the material he's using to write something into the record that will outlast you. The question is whether you'll go the way of Pharaoh — resisting until you're finally broken — or the way of surrender, letting God's power be displayed through your yes instead of your no.

• Lord, I confess there are places in me as stubborn as Pharaoh's heart — help me see them honestly instead of excusing them.
• Show me where you have "kept me standing" through hardship I thought would finish me, and help me see the purpose in it.
• I don't want to just survive my circumstances — I want your name to be proclaimed through how I walk through them. Give me courage for that.
• Break my instinct to make my own comfort the center of the story; remind me that your glory reaching the whole earth matters more than my ease.
• Where I've been resisting you, soften what needs softening before it takes a plague to do it.

• Where in your life right now are you, like Pharaoh, saying yes under pressure and taking it back the moment the pressure lifts?
• Can you name one hard season where, looking back, you can see God was making his power or character known through it — even though it didn't feel like blessing at the time?
• Does it unsettle you that God might use resistance and hardship, not just obedience, to display his glory? Sit with that discomfort instead of rushing past it.
• If your life's ultimate point is "God's name proclaimed in all the earth" rather than your own success or peace, what would you have to let go of?
• Whose "Pharaoh moment" are you watching right now — a person, a situation, a power that seems unbeatable — and can you trust God is still writing the ending?
