Exodus 4:11

Look at what just happened right before this. Moses has been arguing with God for several verses now — burning bush, staff turned to snake, hand turned leprous, all these signs — and Moses's last excuse is: "I am slow of speech and slow of tongue" ( Exodus 4:10). He's not being falsely humble here. He seems to genuinely believe his mouth disqualifies him.

God's answer isn't comfort. It's a question, actually four questions stacked on top of each other: who gave man his mouth? Who makes the mute or the deaf, the sighted or the blind? And then the answer to his own question, blunt as a hammer: Is it not I, the LORD?

Notice what God does NOT say. He doesn't say "don't worry, I'll fix your stutter" or "you're actually a great speaker, you just don't see it." He owns the problem directly. Whatever is going on with Moses's mouth — and Jewish tradition through the ages has debated whether this is a literal speech impediment, an anxiety, or after forty years in the desert simply being out of practice with Egyptian court speech — God says I made that too. That's the part easy to miss: this verse is not really about Moses's mouth. It's about the character of God. He's the maker of the whole spectrum of human capacity, including the parts that don't work. This has always been a hard verse for readers to sit with — does this mean God directly causes disability, or does he simply sovereignly permit and rule over a broken world? Christians have disagreed here for centuries, and it echoes into how we read Amos 3:6, where even calamity in a city is traced back to the LORD's hand. Either way, the text won't let Moses (or you) treat human limitation as something outside God's reach or God's purposes.

This verse sits at the hinge of Moses's call story — the last objection before God simply commands him to go ( Exodus 4:12-13), pairing him with Aaron because Moses keeps pushing.

Exodus is set roughly 1400-1200 BC (scholars argue over the exact century), somewhere in the world of the pharaohs, and this scene happens at Mount Horeb, in the wilderness, far from Egypt where Moses grew up as an adopted prince and then fled as a fugitive after killing an Egyptian overseer ( Exodus 2:11-15). By the time of this conversation, Moses has spent forty years as a shepherd in Midian — a long, quiet exile from the world of Egyptian politics, courts, and formal speech.

Tradition holds that Moses himself wrote this material, likely compiling and shaping it during the wilderness wandering after the exodus, though the final form we read may have been edited later. Whoever is telling this story is telling it to a nation that has just come out of slavery and needs to know: our leader was not some confident hero who volunteered. He was a reluctant, self-doubting man that God dragged into the job kicking and objecting the whole way.

Picture the world Moses is being sent back into: Pharaoh's court, a highly literate, image-conscious, ceremonially formal culture where speaking well before the king mattered enormously — this is not a casual conversation Moses is being asked to have, it's a state confrontation with the most powerful man on earth, demanding the release of an entire enslaved workforce. A man who feels his words fail him is being sent to do the one thing that seems to require flawless words. That's the tension crackling under this whole exchange. God's answer doesn't remove that tension — he simply insists that the tension is his to manage, not Moses's to solve alone.

The name God uses for himself here is יְהֹוָה (Yᵉhôvâh, H3068) — the LORD, the self-existent, eternal one, the name he'd just revealed at the bush as "I AM" Strong's. It's not accidental that this is the name attached to the claim "I made the mouth." The One who simply is, without beginning, is also the one who shapes every mouth that speaks and every ear that hears.

The word for mouth is פֶּה (peh, H6310) — literally the organ of speech, but the word carries a wider sense too: edge, opening, the means by which something comes out Strong's. God isn't just talking about vocal cords; he's talking about the whole channel through which a person's words reach the world.

Then come the four paired conditions: אִלֵּם (ʼillêm, H483) "speechless" or mute, חֵרֵשׁ (chêrêsh, H2795) "deaf," פִּקֵּחַ (piqqêach, H6493) "clear-sighted, seeing," and עִוֵּר (ʻivvêr, H5787) "blind" Strong's. God rattles off two full pairs — mouth/ear, then eye/blindness — deliberately covering the whole range of human capacity and incapacity in one breath. The verb underneath asking "who makes" is שׂוּם (sûwm, H7760), "to put, to place, to set" Strong's — a hands-on, active word, not distant or passive. God isn't saying he merely allows these conditions to exist somewhere out there; he's saying he places them, the same active verb you'd use for setting something down with intention. And the man being questioned about is אָדָם (ʼâdâm, H120) — humanity in general, "ruddy one," the same word used for the first human in Genesis Strong's. This isn't only about Moses. It's about every mouth that has ever opened.

This verse sets up a pattern that runs straight through Scripture and lands, finally, in Jesus. Look at Isaiah 42:7, describing the coming servant of the LORD as the one who will "open the eyes of the blind" and free prisoners from darkness — that servant is Jesus (see how Jesus himself reads a similar prophecy over his own ministry in Luke 4:18-19). Look at Psalms 146:8: "the LORD opens the eyes of the blind." When Jesus walks through Galilee and Judea opening blind eyes, unstopping deaf ears, and loosening mute tongues ( Matthew 11:5, Mark 7:32-35), he isn't doing something new and unrelated to this verse — he's doing exactly what Exodus 4:11 already claimed the LORD does. He's showing you, in flesh and blood, who was talking to Moses at that bush.

There's also a quieter echo worth sitting with. God tells Moses "I made your mouth" and then, effectively, "I will be with your mouth" ( Exodus 4:12). Compare that to Jeremiah, another reluctant, self-doubting prophet who protests "I do not know how to speak, I am only a child" ( Jeremiah 1:6) — and God reaches out and touches his mouth, saying "I have put my words in your mouth" ( Jeremiah 1:9). Or Isaiah, whose lips are touched by a burning coal and declared clean ( Isaiah 6:7). God keeps reaching into human mouths — cleansing them, filling them, commissioning them.

Jesus is where that pattern comes to full rest. He is the Word made flesh ( John 1:14) — not just a man given words by God, but God's own eternal Word wearing a human mouth. Every prophet whose mouth God had to open and equip was pointing toward the one whose mouth needed no such fixing, because he was, himself, what God had to say.

Here's the thing Moses's excuse and yours have in common: you've probably got a version of "I can't, look at what's wrong with me" that you keep handing to God as a closing argument. Maybe it's not your speech — maybe it's your face, your body, your mental health, your past, your family, your bank account. Whatever it is, you've decided it's the one exhibit that gets you excused from whatever God is asking.

God's answer to Moses should unsettle you before it comforts you. He doesn't deny the weakness. He claims it. I made that mouth. I know exactly what's wrong with it — I put it there. That's a hard thing to hear if you've spent years believing your limitation is proof God overlooked you or shortchanged you. This verse says the opposite: your limitation, whatever it is, sits inside God's sovereignty, not outside it. That's not a tidy explanation for suffering — it doesn't answer why — but it does close off one exit. You don't get to use your weakness as evidence that God isn't in the room.

And here's the cost this verse asks of you: it asks you to stop negotiating with God about your qualifications and just go. Moses wanted a different mouth, or at least a co-pilot (and got one — Aaron — but notice that concession comes only after God's patience runs thin, Exodus 4:14). What if the calling in front of you right now isn't waiting on you to become more capable? What if it's simply waiting on your obedience, weak mouth and all? Don't wait until you feel equipped. The one who made your mouth said he'll be with it.

• Lord, thank you that you made me exactly as I am — even the parts I'm tempted to hide or apologize for.
• Forgive me for using my weakness as an excuse to disobey what you've clearly asked of me.
• Give me the courage to go and speak, act, or step forward before I feel ready or capable.
• Where I have a limitation I've resented for years, help me trust that it hasn't put me outside your reach.
• Be with my mouth, my hands, my whole self, the way you promised to be with Moses's.

• What's the "excuse exhibit" you keep handing God when he asks something of you — and have you ever really tested whether he'd override it?
• Is there a weakness or limitation in your life you've quietly decided is proof God forgot you? What would it mean to believe he made it on purpose?
• Where in your life are you waiting to feel "equipped" before you obey, when God may simply be asking you to move now?
• How do you honestly feel about a God who claims to be the one who makes both sight and blindness, both speech and silence? Sit in that discomfort instead of rushing past it.
• If God asked you the same question he asked Moses — "who made your mouth?" — what would your honest, unfiltered answer be?
