Exodus 21:1

Look at what just happened before this verse. God has spoken the Ten Commandments directly out of fire and smoke, and the people were so terrified they begged Moses, "You speak to us, not God, or we'll die" ( Exodus 20:19). So now Moses climbs back up, and God starts handing him something new: not thunder from the mountain, but a long list of case-by-case rulings for ordinary life. That's what "ordinances" means here — the Hebrew word is mishpatim, and it's basically legal verdicts, the kind of thing a judge decides in a courtroom Strong's. This verse is the header. It's like the title page of a law book: "here's what follows."

What's easy to miss is the phrase "set before them." God doesn't just recite these rules to Moses privately — Moses is told to place them in front of the people, out in the open, where everyone can see and weigh them Strong's. These aren't secret priestly knowledge. They're public, communal, something the whole nation lives under together.

Notice too what kind of laws these turn out to be, starting in verse 2: slavery, personal injury, property, family. Not temple ritual first — everyday human conflict first. Israel's whole life, all of it, front to back, belongs to God; there's no "sacred versus secular" zone here Tyndale. This sits right at the hinge of Exodus: chapter 20 is God's voice from the mountain, and what follows (chapters 21–23, often called the Book of the Covenant) is God working that voice into the details of daily life — how you treat a servant, an ox, a neighbor's field. Picture where Israel is standing: camped at the base of Mount Sinai, roughly a couple of months out of Egypt, somewhere around the mid-1400s or mid-1200s BC depending on how you date the Exodus (scholars disagree, but either way, this is a brand-new nation, barely out of slavery). They have no king, no land, no courts, no history of governing themselves — for four hundred years somebody else's law applied to them, and it wasn't kind.

That matters enormously for what comes next. The laws that follow this verse — starting with rules protecting servants from abuse — read very differently once you remember these people were just slaves themselves under Pharaoh's whip. God is handing former slaves a legal code, and the very first topic is how to treat the vulnerable people under your power. That's not accidental Matthew Henry.

The literary form here — "if this happens, then do this" — was the standard shape of law codes across the ancient Near East; you can see similar structures in other cultures' legal collections from centuries earlier. The key word is מִשְׁפָּט (mishpâṭ, H4941). Its root verb means "to judge," and the noun covers a surprising amount of ground — a verdict, a legal case, a right, a custom, even the penalty attached to a crime Strong's. It's not the word for "commandment" (that's a different word, mitzvah) — it's the word for a ruling, the kind of thing a judge hands down after hearing both sides. So when God calls what follows "mishpatim," he's not primarily saying "obey these rules" — he's saying "here's how a case gets decided when two of my people are in conflict." It's law rooted in real disputes, real damage, real people needing justice.

Then there's שׂוּם (sûwm, H7760), "to put" or "to place" — a wonderfully plain, physical verb Strong's. God tells Moses to put these ordinances in front of the people, the same verb you'd use for setting bread on a table or putting a stone in a wall. It's tactile. This isn't abstract theory whispered in Moses's ear alone; it's meant to be laid out, visible, something the people can look at and hold themselves to.

And פָּנִים (pânîym, H6440), "face," gives us the phrase "before them" — literally "before their faces" Strong's. God wants these laws standing right in front of Israel's eyes, not tucked away. Put together, the verse says: here are the judged-and-weighed decisions of God, and I want them planted, visibly, right in front of everyone's face. No fine print, no hidden clauses.

This verse doesn't name Jesus, obviously — but it sets up a tension that only he resolves. God gives Israel mishpatim, real verdicts for real disputes, and Leviticus 18:5 (in your cross-references) makes the stakes plain: "the man who does these things will live by them." Keep the law, and life is yours. That sounds hopeful until you watch Israel actually try to live it out across the rest of the Old Testament — and fail, over and over. By the time you reach Ezekiel 20:25, God is even saying he gave them over to statutes "that were not good," language that wrestles with what happens when a law-covenant meets a stubborn, sin-bent people.

Paul picks up exactly this thread in Galatians 3:10-13. The law was never a broken tool — it was holy, righteous, and good — but it could diagnose the disease without curing it. It could set the ordinance before your face; it couldn't put obedience inside your heart. That's the gap Jesus steps into. He's the one who actually did what Leviticus 18:5 describes — he kept every mishpat perfectly, and then, instead of collecting the "life" he'd earned for himself, he took the death the rest of us earned by breaking them ( 2 Corinthians 5:21).

There's also a quieter echo worth noticing. Moses stands as the mediator here — God speaks, Moses receives it, Moses sets it before the people. That's exactly the shape of Jesus's role in Hebrews 8:6, where he's called the mediator of a better covenant, one where the law isn't just set before your face on stone tablets but written on your heart ( Jeremiah 31:33, quoted in Hebrews 8:10). Exodus 21:1 gives Israel law on the outside. The gospel gives you a Spirit who moves the law to the inside.

It's tempting to skim past a verse like this one — it's just a header, right, a "these are the rules" sign before a long list of ancient case law about oxen and servants. But sit with it a second. God didn't hand Israel vague spiritual vibes. He handed them specifics: here's what you do when this happens, and this, and this. He cared about the actual mess of daily life — money, injury, labor, family — not just their feelings about him on the Sabbath.

That should needle you a little. It's easy to compartmentalize faith — Sunday morning belongs to God, Monday's business dealings belong to you. This verse says God doesn't recognize that line. If you claim to belong to him, he wants a say in how you treat the employee under you, the money you owe, the way you handle a dispute with your neighbor. There's no corner of your ordinary week that's off-limits to his authority.

And notice: these ordinances started with slaves — the most powerless people in that society. If you're looking for where God's laws bite first, it's almost always at the point of power — how you treat someone who has less leverage than you. Who's under your power right now? An employee, a kid, someone financially dependent on you, someone who can't fight back if you cut a corner? That's the test this verse quietly sets in front of you.

The cost here isn't dramatic — it's not "sell everything." It's smaller and harder: let God's justice, not your convenience, set the terms in the ordinary, unglamorous transactions of your week.

• Give me eyes to see who's under my power right now, and the courage to treat them with the justice you demand, not just the convenience I'd prefer.
• Thank you that you didn't leave your people guessing — you set your ways plainly before them. Help me actually look at what you've set before me instead of avoiding it.
• Where I've tried to earn life by keeping rules on my own strength, turn my eyes to Jesus, who kept them for me.
• Write your law on my heart, not just in front of my eyes, so obedience becomes love and not just compliance.

• Where in your life have you drawn a line between "spiritual" and "everyday" — and does God actually recognize that line?
• Who currently has less power than you — an employee, a child, someone who depends on you — and how are you actually treating them?
• Do you relate to God's commands as a list to survive, or as a gift meant to be lived?
• Leviticus 18:5 promises life to the one who keeps the law perfectly — have you quietly been trying to be that person, instead of resting in the One who already was?
• If someone set your actual weekly decisions "before your face" the way this verse describes, would you be proud of what they'd see?
