Joel 3:1

Look at how this verse opens: "Yes, in those days and at that time." That's a pointer word — Joel isn't starting a new thought out of nowhere, he's reaching back to grab hold of something he just said. "Those days" are the days he just described in Joel 2:28-32 — the days when God pours out his Spirit on all people, when sons and daughters prophesy, when everyone who calls on the name of the Lord is saved Keil-Delitzsch Old Testament. So verse 1 is a hinge. It says: whatever I'm about to show you next — a courtroom scene where God judges the nations — happens in that same era, the era of the Spirit poured out.

Then comes the promise itself: "when I restore Judah and Jerusalem from captivity." The word behind "restore... from captivity" is a Hebrew phrase (shûwb + shᵉbûwth) that doesn't just mean "bring the prisoners home." It means something closer to "reverse the whole ruined situation" — turn everything back to how it should be Keil-Delitzsch Old Testament. It's bigger than a prisoner exchange. It's a full undoing of disaster.

Here's what's easy to miss: Joel doesn't say if — he says when. The captivity, whatever form it takes, is treated as a settled, temporary chapter, not the final word. Christians have actually argued for centuries about which captivity this points to. Jewish and some older Christian readers tied it to the return from the Babylonian exile in the 500s BC John Gill. Others — including Calvin, as one older commentary notes — see it stretching wider: starting with that return, running through the coming of Christ, and reaching all the way to the final restoration of God's people at the end of history Jamieson-Fausset-Brown. In the book's own flow, this verse launches the last major section of Joel — God settling accounts with the nations who hurt his people, right after promising to pour out his Spirit Tyndale.

Joel is a hard book to pin to a single date — he never names a king, which most prophets do. Scholars land anywhere from the 800s BC to right after the Babylonian exile ended around 538 BC. What we do know from the book itself: a locust plague has just stripped the land bare ( Joel 1:2-4), and Joel reads that disaster as a warning shiver — a small taste of a much bigger "day of the LORD" coming.

If this verse was written after the Babylonian exile — when Nebuchadnezzar's armies flattened Jerusalem and its Temple in 586 BC and marched the survivors off to Babylon — then "restore Judah and Jerusalem from captivity" would land on ears that had already lived through the worst thing that had ever happened to them: their capital burned, their king in chains, their God's house in rubble. Some of that first audience had come home under Persian permission decades later, but the return was thin, poor, and surrounded by enemies who resented it. It didn't feel like the glorious future the prophets had promised.

If Joel wrote earlier, before Babylon even existed as a threat, then this verse is even more startling — a promise of a disaster and a restoration that hadn't happened yet, foretold in advance.

Either way, the emotional temperature is the same: a people who know loss, who have watched their land eaten by locusts or armies, being told that God is not done with them. And notice the pairing throughout Israel's history — this same promise ("I will restore from captivity") gets repeated by Jeremiah before the exile ( Jeremiah 30:3), by Ezekiel during it ( Ezekiel 39:25), and by Amos and the Psalms around it ( Amos 9:14; Psalm 85:1). This wasn't a one-off line — it was practically a refrain God's prophets kept singing over a battered nation.

Three words carry the weight here. First, שׁוּב (shûwb, H3117... actually H7725) — "to turn back." It's one of the most common verbs in the Hebrew Bible, used for everything from a dog turning around to a sinner turning back to God. Paired with the next word, it becomes a technical phrase for total reversal Strong's.

Second, שְׁבוּת (shᵉbûwth, H7622) — "captivity" or "exile," but the definition given even notes it can mean "a former state of prosperity" Strong's. That's a clue: the word isn't just about people in chains, it's about everything good that got lost. Put shûwb and shᵉbûwth together — "shûwb et-shᵉbûwth" — and you get an idiom that shows up all over the prophets ( Jeremiah 30:3, 30:18; Ezekiel 16:53; Deuteronomy 30:3): not merely "bring the captives home" but "undo the ruin, restore what was."

Third, notice עֵת (ʻêth, H6256), "time," paired with יוֹם (yôwm, H3117), "day" — "in those days and at that time." Hebrew loves this kind of doubling for emphasis. It's not vague poetic filler; it's Joel nailing down that this is a real, appointed moment on God's calendar, not wishful thinking Strong's.

And the two place names — יְהוּדָה (Yᵉhûwdâh, H3063), Judah, and יְרוּשָׁלַ͏ִם (Yᵉrûwshâlaim, H3389), Jerusalem, whose root meaning is bound up with "founded peaceful" Strong's — aren't random geography. The city whose very name gestures toward peace is the one God promises to un-ruin.

This verse doesn't name Jesus, obviously — but follow the thread and you land right at his feet. Joel ties this restoration to "those days," the days of the Spirit poured out on all flesh ( Joel 2:28-32). Peter stands up on the day of Pentecost and says: this is that ( Acts 2:16-17). The Spirit falling on ordinary men and women in Jerusalem was Joel 3:1's "those days" arriving in real time.

But the restoration itself — the undoing of captivity — goes further than a plot of land in the Middle East. Matthew Henry read this and saw something bigger than geography: the Lord Jesus proclaiming "that acceptable year," release for debts and captives, opening the prison to those who were bound Matthew Henry. That's Jesus quoting Isaiah 61 in Luke 4:18-19, standing up in a synagogue and announcing that the ultimate captivity — sin, death, the grip Satan has on the human heart — is the one he's come to reverse. The word for "restore from captivity" means full reversal, not partial fix. That's exactly what the gospel claims Jesus does: not patch the damage, but turn the whole ruined situation back around.

And there's a courtroom angle too. The verses right after this one describe God gathering the nations to judge them for what they did to his people. The New Testament picture of Jesus returning as judge ( Matthew 25:31-32, Revelation 19:11) is the same shape: the one who first came to rescue captives comes back to settle accounts.

So this verse is both fulfilled already — Pentecost, the cross breaking sin's grip — and still waiting to be fulfilled fully, when every last trace of exile, decay, and injustice gets reversed for good. You're living in the "already," waiting for the "not yet."

Here's what this verse is really offering you: God looks at ruin — real ruin, the kind that leaves you stripped bare like a field after locusts — and says "when," not "if." Not "maybe I'll get around to fixing this." A fixed appointment. A day already on the calendar.

But sit with the discomfort in that word "restore from captivity" for a second. It assumes you're actually captive to something. Not just circumstances — a captivity that needs a full reversal, not a touch-up. Where are you? What's the thing you've stopped even calling captivity because you've lived in it so long it feels normal — the anxiety, the resentment, the addiction, the numbness, the grudge you've nursed for years? Joel's word for it doesn't just mean "prisoner." It means "the good thing you lost." Name what you've lost. Don't skip that step.

Then here's the cost: believing "when" instead of "if" means waiting. It means living now as someone who trusts the reversal is coming, even while the field still looks stripped bare. That's harder than despair. Despair asks nothing of you. Hope costs you the discipline of not giving up, of praying like the restoration is real even on the days it doesn't feel like it.

And if you've already tasted some of that restoration — if the Spirit has already done something in you — this verse asks you not to get comfortable there either. "Those days" started at Pentecost, but they haven't finished. There's more undoing left to do, in you and in the world. Don't settle for a partial fix when God is promising a full one.

• Holy Spirit, you were poured out at Pentecost as the first sign of the restoration Joel promised — do your ongoing work in me now.
• Give me patience to live in the "already and not yet" — grateful for what you've already reversed, hopeful for what's still ahead.
• Stir in me a longing for the day when every ruin, mine and the world's, is finally set right.

• What "captivity" in your life have you quietly renamed as just "the way things are"?
• Do you actually believe God's promises operate on "when," not "if" — or do you live like they're conditional on your performance?
• Where has God already begun to reverse something in you, and have you thanked him for it, or just moved on?
• If Jesus's whole mission was reversing captivity, not managing it, what would it look like to stop managing your struggle and actually ask him to reverse it?
• What would change in how you wait if you really believed the restoration has a date already fixed on God's calendar?
