On the Sabbaths and New Moons the people of the land are also to bow in worship before the LORD at the entrance to that gateway.

Open source ↗46:3 The ordinary Israelites, the common people, would be allowed to climb the stairs to the threshold to offer their worship when the gate was open on the Sabbath and the first day of the month; only then would they be able to see into the inner court. Otherwise, they were kept away from it.
