Nehemiah 5:15

Nehemiah is looking back over the twelve years he served as governor of Jerusalem, and he's naming a pattern he refused to follow. The "governors before me" were probably not the famous early leaders like Sheshbazzar or Zerubbabel from decades earlier, but the more recent Persian-appointed administrators who ran Judah right before Nehemiah showed up Tyndale. Their system was simple and brutal: the people had to hand over food, wine, and forty shekels of silver — a serious chunk of money, worth roughly a year's wages for the average worker Jamieson-Fausset-Brown — just to keep the governor's household running. And it wasn't only the governors themselves; their staff ("servants," young men on their payroll) leaned on the people too, probably skimming extra for themselves along the way.

Then comes the hinge of the verse: "but I did not do this because of my fear of God." Notice what he doesn't say. He doesn't say "because I'm a nicer guy" or "because I had other income." He roots his ethics in something bigger than personality — the fear of God, the same phrase he used back in verse 9 when he confronted the nobles who were charging their own countrymen interest during a famine. This verse sits at the tail end of a chapter about economic abuse: poor Jews were mortgaging their fields and even selling their children into slavery to survive (5:1-5), and Nehemiah had already forced the wealthy to cancel those debts. Now, in verses 14-19, he's showing that he didn't just demand sacrifice from others — he modeled it himself, for twelve straight years, at his own expense Matthew Henry. Christians generally read this as straightforward moral example rather than a point of doctrinal dispute, but it's worth noting how differently traditions weigh "fear of God" language — some emphasizing reverent awe, others emphasizing something closer to holy dread — and this verse holds both together without resolving the tension for us.

Nehemiah wrote this around 445-433 BC, during his time as governor of the Persian province of Judah under King Artaxerxes I. This was roughly a century after the Babylonian exile — when Nebuchadnezzar's army had destroyed Jerusalem and dragged its people off to Babylon in 586 BC — and about ninety years after the first wave of exiles returned to rebuild. By Nehemiah's day, Jerusalem was a struggling backwater: the walls were still rubble, the economy was fragile, and the Jewish community was small, poor, and squeezed on every side.

Persian provincial governors were not salaried by the empire in the way a modern civil servant is paid — they were expected to fund themselves and their staff by taxing the local population directly Keil-Delitzsch Old Testament. That's an efficient system for the empire and a brutal one for the people underneath it, because there was little to stop a governor from taking more than he needed. The "forty shekels of silver" plus food and wine that previous governors extracted wasn't technically illegal — it was standard operating procedure — but it was crushing people who were already stretched thin by famine, debt, and Persian taxes (see 5:1-4).

Into this, Nehemiah arrives as a Jewish official with real royal authority (he'd been the king's cupbearer, a position of high trust) but chooses to live differently than every governor before him. He fed 150 Jewish officials and visiting dignitaries at his own table daily (5:17-18) and never once collected the governor's allowance he was legally entitled to. This wasn't naive generosity — Jerusalem's population was still recovering, surrounded by hostile regional powers like Sanballat and the Samaritan officials to the north, who saw a strong, unified Jerusalem as a political threat. Nehemiah needed the people's trust and unity to finish the wall, and he understood that leaders who bleed their own people dry never get that kind of loyalty.

The word behind "heavily burdened" is כָּבַד (kabad, H3513) — literally "to be heavy." Strong's It's the same root used for glory (kabod) elsewhere in Hebrew, which is a striking irony: the very word that can describe weighty honor is here describing the crushing weight of extortion. These governors made themselves heavy on the people's backs instead of being weighty in honor.

The people being crushed are called עַם (am, H5971) — not just "citizens" but a covenant word, used again and again in the Old Testament for Israel as God's own gathered flock. Strong's Nehemiah isn't just griping about bad tax policy; he's pointing out that these governors were fleecing God's own people, the very flock they were supposed to shepherd.

What they took — לֶחֶם (lechem, "bread," H3899) and יַיִן (yayin, "wine," H3196) — represents daily sustenance and celebration alike, basically everything a family needs to live and to rejoice. Strong's Add אַרְבָּעִים שֶׁקֶל כֶּסֶף (forty shekels of silver, H705/H8255/H3701) and you've got a governor's household funded entirely by squeezing ordinary families dry, food, drink, and cash all at once.

But the phrase that carries the whole verse isn't in the Strong's list of nouns — it's the little clause "because of my fear of God," echoing verse 9's exact phrase. Everything else in the verse is about what other men took; this phrase is about what Nehemiah feared — and that fear, not personal virtue, is what held his hands back.

Nehemiah is a governor who had every legal right to take from his people and chose instead to spend himself for them — feeding 150 people a day at his own table, refusing the silver he was owed. That's not a direct prophecy of Jesus, but it's a real echo of the kind of king the Bible keeps promising and never quite gets until Jesus shows up: a ruler who has power over people and uses it to feed them rather than fleece them. Compare it to Ezekiel 34, where God condemns the "shepherds of Israel" who "feed themselves" instead of the flock ( Ezekiel 34:2), and then promises he himself will come and shepherd his people ( Ezekiel 34:15) — a promise the New Testament says Jesus fulfills as the Good Shepherd who "lays down his life for the sheep" ( John 10:11).

Nehemiah gave up silver he was legally entitled to for the sake of people who couldn't repay him. Jesus gave up something infinitely greater — "though he was rich, yet for your sake he became poor, so that you through his poverty might become rich" ( 2 Corinthians 11:9's Paul makes almost the identical move, refusing support so as not to burden the church he loved, deliberately imitating this kind of costly leadership). Paul says it explicitly of Jesus in 2 Corinthians 8:9, and it's worth noticing Paul's own refusal to be a financial burden on the Corinthians ( 2 Corinthians 11:9, 12:13) reads like a New Testament rerun of exactly what Nehemiah is describing here — leaders who could take, and don't, because something higher than their own comfort is holding them.

The deepest connection, though, is the engine behind the behavior: "fear of God." Jesus is the one person in history whose entire life was governed perfectly by reverence for his Father — never once taking a shortcut, never once using power for himself, right up to Gethsemane where he could have called down legions of angels and chose the cross instead ( Matthew 26:53-54). Nehemiah shows you the shape of that kind of restraint in miniature; Jesus shows you what it looks like carried all the way through.

Here's the uncomfortable question this verse puts in front of you: what do you do with power, money, or leverage that nobody would ever catch you abusing? Nehemiah wasn't accountable to some watchdog agency. There was no audit coming. Every governor before him had taken the silver, and nobody would have blinked if he had too — it was standard, expected, even legal. The only thing standing between Nehemiah and the same abuse was something invisible: the fear of God, a settled awareness that Someone was watching who mattered more than public opinion or personal comfort.

That's the real test of character — not what you do when people are watching, but what you do with the stuff you could get away with. Think about the places in your life where you have quiet leverage: over an employee, a customer, a roommate, a kid, someone who owes you something. Nobody's checking. Nobody would even think less of you. What do you take, just because you can?

This verse doesn't ask you to be impressive. Nehemiah wasn't chasing a reputation for generosity — he says plainly it was fear of God, not fear of man, that shaped his hands. That means the goal isn't "look like a good person." The goal is to actually believe, down in your gut, that God sees the transaction nobody else sees. The cost here is real: money left on the table, comfort you didn't take, an advantage you didn't press. Ask yourself honestly tonight — is there a "forty shekels" you've been quietly collecting because everyone else does, and no one would ever call you on it?

• Lord, show me the specific places where I have power or leverage over someone and I'm tempted to use it for myself instead of for them.
• Give me a real fear of you — not a fear that makes me anxious, but a settled awareness that you see every transaction, every shortcut, every private choice.
• Where I've been taking more than I need from people who can't say no to me, convict me and give me the courage to give it back.
• Thank you that Jesus gave up everything he was entitled to for my sake — let that truth actually change how I treat the people under my care.
• Make me the kind of person whose integrity doesn't depend on who's watching.

• Where in your life do you have leverage over someone that nobody would ever catch you abusing? Be specific — a name, a situation.
• Nehemiah says his restraint came from "fear of God," not personal generosity. Honestly, what actually restrains your worst impulses — is it God, or just fear of getting caught?
• What would it cost you, financially or socially, to stop taking something you're "entitled" to but that quietly burdens someone weaker than you?
• Read back over verse 9 and verse 15 together — Nehemiah uses "fear of God" as his standard for confronting others AND for judging himself. Do you hold yourself to the same standard you hold other people to?
• If someone audited every private decision you've made with money or power this year, what would they find?
